Rockland County has far fewer licensed dispensaries than its population would suggest, and the reason is that New York let every city, town, and village decide for itself whether to allow retail cannabis. Plenty of Rockland municipalities said no. That is why a Nanuet or New City shopper usually ends up driving to a neighboring village rather than buying at home.
Toke is at 2 S Central Ave in Spring Valley, a block off Route 59, open 10:00 AM to 11:00 PM every day. It is a licensed adult-use retailer under the New York Office of Cannabis Management, and it delivers across Rockland.
Below: what the county’s licensing map looks like, the drive from the four towns people search from most, and where delivery reaches.
What to know up front
- The Toke Spring Valley store is at 2 S Central Ave, Spring Valley, NY, phone 845-406-3004, open daily 10:00 AM to 11:00 PM.
- Route 59 is the spine of this county. Monsey, Spring Valley, Nanuet, West Nyack, and Nyack all sit on or just off it, which makes the drive between them short and predictable outside of rush hour.
- New York’s adult-use limit is 3 ounces of flower or 24 grams of concentrate per day, and you need a valid government photo ID showing you are 21 or older to buy any of it.
- Delivery runs out of the Spring Valley store and covers Rockland, with a $75 minimum. Free delivery over $150 applies on the Spring Valley side, and towns further out see their fee at checkout.
- The Spring Valley store has dedicated kosher-friendly and Spanish-language service pages, because both are real parts of how it operates.
Why are there so few dispensaries in Rockland County?
Under New York’s Marijuana Regulation and Taxation Act, cities, towns, and villages had until the end of 2021 to opt out of allowing adult-use retail dispensaries inside their borders. A municipality that opted out cannot host a retail storefront. One that did not opt out can, subject to state licensing and local zoning.
A number of Rockland municipalities opted out, which is why the licensed storefronts cluster in the places that did not. The state keeps the current list, and the Office of Cannabis Management publishes it along with the licensing rules. If someone tells you a shop in an opted-out town is licensed, check it yourself in the state’s dispensary verification tool before you spend money there.
Unlicensed shops are still around in Rockland, and they look convincing. Dispensary versus smoke shop covers how to tell them apart in about thirty seconds, and the short version is that a licensed store posts its OCM license number and tests everything it sells. Toke’s are OCM-RETL-25-000418 and OCM-RETL-25-000344.
Where do Nanuet shoppers buy legal weed?
Nanuet sits roughly four miles east of Spring Valley, and the drive is a straight run on Route 59 past the Nanuet Mall area. Call it ten minutes in normal traffic and closer to twenty on a Saturday afternoon when Route 59 backs up near the shopping corridor.
Nanuet also has a Pascack Valley Line station two stops from Spring Valley, which matters if you commute. Most people drive, and parking at the S Central Ave store is off-street. If you would rather skip the trip, the Nanuet delivery page has the coverage details.
Getting to a dispensary from Nyack
Nyack is about eight miles from Spring Valley, east on Route 59 through West Nyack and then down toward the river. Fifteen to twenty minutes, traffic depending, and the Palisades Center in West Nyack is roughly the halfway point if you are combining errands.
The river villages run together here. Upper Nyack and South Nyack pull from the same handful of roads, and neither has a licensed dispensary of its own at the time of writing, which leaves Spring Valley or delivery. The Nyack delivery page covers the village and the area right around it.
Monsey is about two miles from the Spring Valley store
Monsey is the closest of the four to S Central Ave. Take Route 59 west or Route 306 south and you are there in five or six minutes. For a lot of Monsey shoppers the store is closer than their supermarket.
Proximity is also why the kosher-friendly page exists rather than being a marketing gesture. Certification questions come up constantly at this counter, and the staff can tell you which products on the menu carry which certification instead of guessing. The Monsey delivery page handles the rest.
New City shoppers: the drive down Route 304
New City is about seven miles north of Spring Valley, fifteen minutes or so on Route 45 or Route 304 depending on where you start. Coming from the Congers or Valley Cottage side, cutting over to Route 304 beats backtracking through New City center.
It is the county seat, so a lot of people are already driving past on a weekday for something else. If you are not, the New City delivery page has the coverage specifics.
Does Toke deliver in Rockland County?
Yes, out of the Spring Valley store, same day. The minimum is $75, and your zip confirms the delivery fee at checkout. You have to be the person who placed the order, you have to be there at the door, and you need a government photo ID. Drivers take cash or debit, never a credit card, because federal law keeps card networks out of cannabis entirely.
Town pages with the coverage specifics: Spring Valley, Suffern, Pearl River, West Nyack, Pomona, Congers, Valley Cottage, Chestnut Ridge, Airmont, Hillcrest, Orangeburg, Tappan, Blauvelt, Haverstraw, and Stony Point.
What the Spring Valley store is like to walk into
It is a counter store, not a warehouse. You come in, you show ID at the door, and a budtender walks the menu with you. Nobody is working a commission, so if you ask what is good this week you will get an actual opinion, including the ones that start with “not that, it has been sitting.”
Two things about this store specifically. Spanish is spoken at the counter, which is what the Se Habla Español page is about, and the hours run to 11:00 PM, half an hour later than the Yonkers store. If you have never been in a licensed dispensary before, what to expect on your first visit covers the ID check, the limits, and what the counter conversation is actually like.
What can you legally buy in Rockland County?
The same thing you can buy anywhere in New York: up to 3 ounces of flower or 24 grams of concentrate per day, if you are 21 or older with a valid government photo ID. Flower, pre-rolls, vapes, edibles, drinks, and concentrates are all legal here, and everything on a licensed shelf has been lab tested and tracked from the farm. New York cannabis laws explained walks through the limits, the taxes that get added at the register, and where you can legally consume.
